[FIXED PRE-B540] Disengage (Drop all targets) for a group

I've noticed that for some reason "Disengage (Drop all targets)" command (in "Attack options"...) is not available (gray) when selected for a group (tested for air groups only though). "Drop Target" is available and works OK.

same is true for ships... cannot disengage a whole group
