In the editor where is the command determining which side goes first ?

Which ever side in the Editor is in 'play' when you save goes first.  If the interface is brown then Soviets go first.

OK thanks.

I have an another question. The supply of the units, which ever side, starts with a level of zero on the first turn. How to put the units with the desired level of supply and ammo ?

The easiet way is to do it in bulk via the Commander's Report (CR).
 
Select/Filter those units you want to change using the CR.
Click 'Editor Functions' on the top tool bar of the CR.
A pop up will appear - you can set a number of things including TOE, MPs and SMPs from here - but also Supply, Fuel, Vehicles etc.
Put in the % levels you want and then click resupply.
 
Easy - but be careful as there is no undo function - so if you are experimenting save a back up.
