[FIXED v1.11] Exclusion zone with Unfriendly setting works wierd

This is a situation I've encountered:
- Side A was considered "Hostile" after attacking side B
- However, after side A's unit crossed exclusion zone borders (which sets status "Unfriendly" to units), side A becomes just "Unfriendly" to side B (as it was before becoming "Hostile")!

Hardly this "downgrading" is reasonable.
