I had problems running in Windows 8 until I added the following switches to the command line. I found this on a post somewhere in this forum.

"C:\Matrix Games\War in the Pacific Admiral's Edition\War in the Pacific Admiral Edition.exe" -altFont -multiaudio -dd_sw -deepColor -px1600 -py900 -cpu4

The problem may be related to the fact that DirectDraw is not supported in Windows 8. As a consequence, I've found the -dd_sw switch to not have any effect -- at least on my machine. For some reason the -deepColor switch solves the problem. I'm not systems analyst enough to know why.
