And also, I assume its because of the harsh settings, that my empire starts out with $-6000 cashflow. How can I raise this into the black. It is hard as of now, since my home system is practically crap, and the outside world it probably already too developed to build too many more mining stations. Any other ways/strategies that may help raise my economic situation?
I don't play random but have played plenty on harsh start and with more advanced empires so some tips.
You have little chance of defending from Pirates so pay them off but cancel as soon as they leave as your system as you just won't be able to afford it. Higher fees short-term if they come back will cost a lot less.
Disband all troops and raise taxes until you are +2 happiness (but keep an eye on it). You may only be able to afford a few ships so 1-2 explorers and 2-3 construction ships and hopefully you'll be able to make a little trading income.
It's essential to get research going. Sell for cash and technology. Before long you should be able to go to 0% tax to grow your homeworld and build more. Build a research base in their territory and you'll win the lottery. Some would argue these are exploits but the game allows it the choice is yours and with settings like these ...
If you are playing a race with a racial technology, research it as early as you can, then the advanced racial technologies. The Tech Level 7 race will not have it so trade for everything but keep the trades focused on specific areas that allow you to catch up (e.g. one weapons technology type) most efficiently. You can race through the technology levels quickly.
With that Tech Level 7 race do everything ... everything ... to keep them happy. Gifts, refuelling rights etc, etc. If you can get close in technology, the game is yours. Target the homeworld of a weaker empire you have decent relations with, so you can sue for peace, absorb until you are ready to attack again, repeat.
I've played games where I literally cannot find any other system to mine or colonise because the other Empires have filled the map from game start. You should be able to find a friendly race or two and again work on diplomacy until they give you mining rights and then see what you can find.
