Error in calculating Foreign Troop Commitment

Save game attached.

Wavell (2 reorg points) and a MECH corps are in France home country. The game won't allow me to place anymore CW units in France.

The save is at the Air Rebase phase. Attempt to move a CW plane to France, you will see the error
