Task force not completing loading

Version 1.7.11.23x4

I have a task force that is loading resources but is failing to sail despite not loading any more resources. There are ample resources available to load (>200,000). All ships capable of loading oil or resources are fully loaded in their cargo and liquid spaces.

I suspect the problem may be related to the inclusion of AV in the task force as AV cannot load resources.

Japanese TF 28 is the problem task force.

I also noticed a similar issue that hasn't come up before. I loaded a TF to supply a base and it only loaded to about 80% and left port for its destination. There was plenty of supply at the base in question. GP

Was it an Amphibious TF? They will only load 80%.

Yes, it is the AV.
I had fixed a similar problem (with FTF?) where a ship that tried to load something it couldn't, was stopping TF from finishing the load process.
I'll see if I check same thing during the normal cargo load phase.

AV has cargo capacity so can load stuff. But tenders can't load resources. However, when this happens (tender trying to load resources), the ship was not being set to 'completed loading'. Thus kept trying. Now that combination will be marked as 'completed'. This does not stop it being able to load supplies normally.

Yes, it is the AV.
I had fixed a similar problem (with FTF?) where a ship that tried to load something it couldn't, was stopping TF from finishing the load process.
I'll see if I check same thing during the normal cargo load phase
