More oil oddness

The included save game has another isolated oil example: The Nachi is in Bandar Shapar, which is isolated from the main Japanese oil net. It should be able to be reorganized from the adjacent Japanese-owned resource. It can not organize from that resource, but rather from the first resource listed in the main Japanese net. If the player tells MWiF not to use that resource, the unit can not be reorganized. I present this example because of its somewhat different incorrect behavior from my other example.

The other oil oddness in this save is the oil at Hiva Ov. Somehow, it can be used by either the US or the French. This is not a bug; it is an undocumented feature. If Steve can figure out how this happened, and deliberately implement for all saved oil points owned by cooperating major powers, the rule about using cooperating major power's oil point will have been implemented.

The oil at Hiva Ov was at one point French, traded from the US. When Vichy was formed, it went Vichy. When Vichy collapsed, the French territory bug turned it German. Finally, the US invaded, capturing the oil. After that, the oil was available for both the US and France.

The great thing about these two oil points is that they demonstrate that MWiF can implement an oil point that can be used by two different major powers. Implementing this rule would make oil easier to use for both sides, something very much to be wished.
