WIR 3.3 rail bug or...?

Hi guys. Im in the middle of a PBEM and my opponent is complaining that, since I took Moscow, he can not move any more factories to Sibiria. Troop rail movement works fine. Is it supposed to be this way?

One possibility is that only a limited number of factories can be moved to the east. It used to be something like 9 or so. If he emptied Moscow first, then that would explain the problem. Otherwise, I have never seen this happen before.

The maximum factory moves is 9 ...I have tested it

Hopefully, also, he has taken into consideration the total rail available. If he's in the habit of moving troops first, he may occasionally move too much, and then not have enough left over for the relocations. IIRC the rail movement rate does not change throughout the game, but if it is variable, or at least in a very limited scope, the taking of Moscow or Warsaw may be that variance.
