Vivid Sentry, 2018 -- new beta for testing

Here's the beta for my newest scenario. It's 2018 and tensions between Venezuela and the Netherlands have increased. The Netherlands have moved a couple of ships into the waters around Aruba and are to remain on station as a show of force while a Dutch submarine patrols the area for Venezuelan ships...and maybe one of the new Kilo-class submarines Venezuela has purchased from Russia...

(By the way, if the title sounds familiar, this is based on a scenario I wrote for Harpoon 3 about a year ago.)

I managed a minor victory, with the loss of three F-16s (one to the Venezuelan frigate, and two to the SAM battery).

Not much really happened until I overflew the frigate with an F-16, and then it was pretty intense until I clobbered both the ships and the SAM battery (learning the hard way that the landing approach for the F-16s makes them fly within SAM range!). Do the Venezuelans open hostilities if they're not provoked in this way?
