cannot get my download to complete still getting above message what is the problem I have all other versions

means you need to reinstall DirectX 11 to run the game, as there's been a fault, it's either not installed at all or some is missing,

or your download isn't complete, as it's missing a cab file, the cab file in question is a standard DirectX one so may have become either corrupt or is missing from the download.
