What means "rsvd" in the cargo tab of the colony screen?

Reserved for some use.

Construction, to be picked up by incoming freighter, reserved for incoming ship with refuel order.
And possibly some luxuries reserved by the colony for use.

Also, if you see rsvd with a flag other than yours by it, that means it is being reserved for an empire your are trading with.

Reserved means a ship is on its way to pick the resource.

Everytime a resource is reserved, you get a bonus tax from your "Commerce center" based on :
(Price of the resource * Quantity reserved * Efficiency of Commerce Center)

This tax is added to the "Spaceport Income Bonus" on your Empire summary. Number reset every Jan.01
