Protecting planets against Pirate Raids

I have noticed one of my planets keeps getting raided by pirates and they are stealing tech. I have a defensive base and have even posted fleets above it. It looks like the Pirates are getting in and raiding the planet before I can destroy their ships.

Question is, is there something I can do to prevent them from doing this? Do I need to station troops on the planet?

Troops help, but they can still get away with some stuff, depending on luck (I suspect) and strength.

Try to down their infrastructure. A pirate without a place to refuel will stop raiding soon enough.

Yeah I aggressively do that but they pop up quickly and its hard to find all of them.

Stationing a fleet or two there by setting that planet with the problem as the fleet's home planet will help too. However, you will need to manage fleets manually to do this.

Definately troops. Not only will they greatly healp against raiders, but they gain experience in doing so. As will any general with them.

A good mix of troops (infantry, armor, special forces, planetary defenses) and a general combined with enough ships in local space to give you space superiority will result in the vast majority of pirate raids ending in complete failure. However, there is always a chance (which increases with weaker defenses) that the pirates will be able to succeed in their raid and get away with something. The chance of success and the degree of the rewards increase the bigger the planet and the weaker your defenses.
