Is there a way to make changes to the Map View list permanent, i.e. having these changes in the list again after restoring a game without having to load each of them seperatley and rearranging the sort order again?
And it is also my belief that there has to be CAP for the active player during Ground Support.

Yes. See Players Manual Vol 2, 11.4.1 and 11.4.2.
