Panic!

I just panicked during the Use Oil Step. The units were not being reorganized as I used oil. Then I discovered that if I went to the final reorganization step, the units were then reorganized. Obviously, this is how MWiF has always functioned, and I just never noticed. However, I was completely flummoxed for a bit.
I thought I knew how to play this game....
