Are forced retrofits in the private sector working as intended?

Currently I'm getting money whenever I order the private sector to retrofit. I'm pretty sure it worked the other way around in Shadows and it feels a bit wonky that I can simply order a ton of retrofits on 50 mining stations and then have the private sector throw a huge sea of money after me.

Is this how it was actually meant to be? That the player can draw as much money out of the private sector as he wants at any time?
