Minor Country Cooperation

In this Barbarossa Scenario using V.1.1.9.2. the Hungarian CAV corps in the Carpathians uses the Rumanian HQ Antonescu as secondary supply source. This seems not correct as due to RAC 18. Cooperation, minor country units don't cooperate with other minor countries units, even when aligned to the same major power.

Do you have a saved game for this one? Might come in handy, since we thought we had crushed this bug (apparently not)?

Started this under V.1.1.7.2 and upgraded to 1.1.9.2. then restored, the attached file should be from after the upgrade.

I'm working on this one now. I tried a couple of things yesterday with no change - which means I eliminated some possible reasons for the problem.

EDIT: Actually, I solved this yesterday - because it was an overland route. But I am still working on a similar problem where the minor country unit is able to trace overseas to an HQ belonging to a different minor country.
