Africa Corps Fail in Gazala line

I just finished the campaign scenario Gazala line in the Afrika Corps campaign and it says I lost. Problem is I own EVERY city/airfield hex on the map and I can only find two British infantry units, one destroyer unit and two strongpoints left. How is this a loss considering the victory conditions of own every objective and less than 13 enemy core units left? I should mention I just updated with the latest update before starting the campaign.
