Trouble at Trevelyan, 2023 -- new beta for testing

This is a short "police action" scenario where the goal is to capture rather than destroy an adversary (and a good demonstration of how Command is able to handle more than just military missions). French ships must capture Portuguese fishing boats violating a marine preserve (and do so without starting a war)!

Please let me know what you think. Suggestions, observations, etc. are all welcome.

Nope, it's a simple and well-put together scenario.

That was mostly because I wanted to give the politics time to "mature"...even as tense as things have been in the E.U., I think things have to get a bit worse (more economic crises, etc.) before there is a danger of Portugal and France shooting at each other. I could be wrong, of course.
