ques on pop growth?

I changed Reproduction Rate to 0.90 for Gizurean, but they still show 1% pop growth. Is 1% the lowest it can be at?

You want them to have negative growth? Maybe 1% is the lowest base growth it will accept but with high taxes you can achieve lower I think.

Yes i plan on modding the Gizurean to have to have negative growth for 7 years at .90 then for two years have 4.44 growth rate. If it cant do negative growth then i will have to try something else.
