New to game

I have just recently begun playing Pacwar and I am a bit overwhelmed. What is the best way to go about learning this game?

I have gone through the tutorial twice now and getting a hang of basic tasks, but as far what I am supposed to be doing, how to know what I am supposed to be doing, etc., I am feeling pretty lost. Any suggestions?

Well, ultimately you're supposed to be getting twice as many victory points as the other side. For both sides, this means seizing high-value bases, since you not only add them to your own victory point total, but you subtract them from the opposition. For the Japanese, this also means inflicting great losses on the Allies, both by sinking ships and wiping out land units. For the Allies, this means holding your losses to an acceptable level before you begin the counter-attack, and then building up your own bases while you capture the enemy bases that you can without massive losses, and blast with air-power the ones that are too well fortified and manned.
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?

Suggest putting most HQs on computer control and running one or two yourself.
