Getting new intelligence agents?

If you lose all your intelligence agents the game doesn't seem to ever give you new ones. 20+ years have elapsed since I lost two agents to really bad luck and I haven't seen one come by since.

I feel like I gained my second agent after a successful mission, and that other characters show up when I do like actions. Build a bunch of troops? You may get a general. Do sciencey things? Get scientists. Build a bunch of fleets? You get admirals and captains. etc. But agents never show up, and without them you can't even play with espionage. It's like if you lost all your admirals and then couldn't build fleets. It's sad to see that an entire section of the game just goes away because of one case of bad luck.

race traits have a lot to do with this, if the race you are playing has a -% for them appearing good luck.
you can build spy academy after researching the tech stealth in the high-tech and industrial branch.

Well you'll get one eventually even without doing missions. Sometimes it does take a really long time though.

I've got the impression that the combined amount of characters regardless of type has a reducing effect on the chance of new spawns as well but that may just be confirmation bias on my part.

If you're loosing agents you should consider to not send them on risky missions. Currently I'm never sending agents with a chance <80% and even then I falter sometimes.

The maximum amount of intelligence agents you can get by default is 6, but the 'Additional intelligence agent' perk allows you to get more beyond that, capping out at 9 with the Ketarov.

Personally, I never run missions that have less than 90% chance of success, unless I absolutly have to run the mission and in that case I usually run it for a year to maximise the chance of success.

You can speed things along by building the facility that adds to the chance of spawning new ones.
