What is the number in parentheses?

What is the number in parentheses?

I'm playing the AltVC260 grand campaign and can't figure out what some numbers mean.

Hex Pop Up Display numbers in parentheses are not clearly covered in the manual.

We get the city number, the city name and the mystery number in parentheses.

What is the meaning of this number? It's not Anti Aircraft, because that number is preceded by "AA".

Thanks.

Examples:

74 Pskov (10) -- what is (10)?

40 Smolensk (16) -- what is (16) ?

57 Bryansk (10) -- what is the (10)?

I believe that's an index of the population. Although it doesn't seem to change that I've noticed after the population flees.

That's true. The number doesn't change, even after enemy capture.
Only the dead have seen the end of War.

City population. Value doesn't change. It's the manpower "factory" that is reduced during game. Cities with pop 15+ are harder to conquer.
