1.9.5.4 legendary pirates

For some reason legendary pirates now create full-tech 7 ships from thin air. I dont remember them being destroyed and respawned. I cant believe they stole all techs from shakturi so this must be some bug as the rest of the galaxy pretty much cant do anything to them now.

Legendary pirates start off with a huge tech advantage, IIRC.
I ate the batter of the bulge at Hans' Haus of Luftwaffles
