New Factory in Canada

I managed to place a new factory for the Commonwealth in Hamilton. I do seem to recall the rule being that until Britain was conquered, new factories could only be put in Britain. Perhaps the rule changed, but if not, I may have found another bug.

The thing is, the way the program listed it as "Anywhere", I took it as a DARE!

On the other hand, Steve, feel free to take your time fixing this! I LIKE this bug! Think of all the CP I can save!!!

It is showing up in the Production planner. I just thought to check. The planner will take a bit to boot up since I have some incomplete convoy lines to fix up.
