the Destroyer equiped Railgun and Tractor Beam always push their target.

so they can't attack their target.
Taget that Pirate Destroyer is equiped railgun and Torpedo.
I want the Destroyer using tractor beam to pull thier target and use railgun to carve the pirate destroyer.

Probably working as intended. The Tractor Beam pushes and pulls according to strength of target, since the pirate probably has more firepower than your ships they don't want it closer. Not much you can do about that unless you can add more guns to your ships.

or try shatterforce lasers with tractor beams for the benefit of both at long range. I often enjoy using frigates with impact assault blasters or railguns, assault pods, velocity shards and lots of engines/vectors for in close work and destroyers with phasers or shatterforce lasers and missiles for long range support.

Yeah that is how it works. If your ship had a higher firepower rating than the target, it will pull it closer. If it is less than the target it pushes it away. So for your case add more guns or use weapons that have same range or longer than the tractor beam.

I wonder if it would work differently if you had their behaviour set to "All weapons" for stronger opponents.

I always forget about the AI target behavior settings. I need to try testing that and see how well it works with an all rail/tractor ship.

It's like trying to remember to change the escort mission behavior to 'engage system targets' after every patch. Doing so makes escorts and ships doing escort missions useful instead of being a waste of money.

I know that when tractor beam pull.
is applied when frandlly ship is more firepower than enemny ship.

but don't applied always. Destroyer pull pirate Capital ship.
of coures, the pirate Capital ship firepower higher than Destroyer.

so, I think that. but i Confused.

1) Destoryer(FP<FirePower> 54) always push pirate Destroyer(FP 85)
2) Destroyer(FP 54) pull pirate Cruise(FP 150). when they escape, push.
3) Destroyer(FP 54) Pull pirate Capitalship(FP 210). when they escpae, push.
4) Destroyer(FP 54) pull Ancient Guardian Frigate(Fp 232).(Set Strong opponent Stand off)

I don't know how work tractor beam.

In the design screen in the top left panel labeled "Edit Design: [name of ship]"
for the lines 'Stronger Opponents' and 'Weaker Opponents' select 'Point Blank'

I also have 'Flee When' set to 'Never' for my assault ships
