AI ship designer not adding Damage Control component

Upon finishing Damage Control the AI will not reliably add this component to its designs. This is true even after researching the next level of construction size.

This has happened in many games with many different races, independent of economy and available resources.
There might be other factors at work, but I can not see why it would not include this component in its designs (barring massive debt or resource deficits, of course).

That being said, Repair Modules get added immediately.
This is possibly related to ship sizes generally being bigger when I get this tech, but it still might be worth a look.

I have to remember to add it. Well worth the reduction for a warship I would think.

Confirmed this both in vanilla game and with Icemania ai improvement mod (i checked and the template have them)

This bug began after repair bot fix. Now AI correctly adds repair bot but forgets to add damage control.

Good to see that it is not just me. This seems like a fairly straight-forward thing to fix.

Both components are type 10. Could the AI be confused between which type 10 component to add?
