Supply is Zero on edited Scenario

If you use the external scenario editor on certain parameters, I've noticed that supply for all of the German or all of the Russian forces goes to zero. For example, changing scenario start date can do this. Sometimes trying to add a unit back into the force causes this to happen (i.e., if you try to an restore air units in the 1944 campaign).

Is there any way to overcome this? I haven't been able to figure out exactly what triggers this problem (some scenario parameters can be edited without any problem). Any thoughts/suggestions would be welcome.
