Depends - are you a "What-if" fan or more the "historic" purist?

For What-if, the "Reluctant Admiral" mod looks good: https://sites.google.com/site/reluctantadmiral/

For historic, try the "Babes" mods at https://sites.google.com/site/dababeswitpae/ - I recommend DBB-C.

For maps, I highly recommend Chemkids Topo map.

Example and link to downloads here: fb.asp?m=3650366

For other art files (ships, planes, LCU etc.) see tm.asp?m=2913555

More scenarios and art stuff have been listed here: tm.asp?m=3088504

We (the RA Team) have currently got three Mods in final development:

1. The Treaty Mod: A slightly enhanced AltNav Mod where the Treaties are slightly higher allowing for about 15-20 new wessels for both sides. It is balanced since this was done in the Treaty System (1921-1936).
2. Reluctant Admiral 7.0: A much more changed ALY NAV featuring the ascendance of Adm Yamamoto to Naval Minister instead of Combined Fleet (1937-1941).
3. Between the Storms: A total rewrite of Naval History spanning the entire Inter-War Period combining Treaty and RA into one Mod.
