minor issue when starting new games

I've got 1400 star in 15x15, and the "Colony influence range" setting at 106% as it recommends. Each time I start a new game, it lowers by 1% until it reaches 100%. Not a big deal, just a minor annoyance that I figured I'd mention since it might be easy to fix.
