Shannon, It was never stated that the Hanoi resource was being sent anywhere. Because the screenshot you are using is from the save I provided.
The exact quote was,
Japan owns Kunming factory. Has a road/railroad to Kunming from the interior of China.
The program states there is no valid path.

If you check each of the idle resources.
You will find Hex 72,130 is in China with a valid route to Kunming.
As is noted on the SS you posted.

The rest of the idle resources have nothing to do with the Burma Road.
So why is the resource at 72,130 not getting to Kunming?

Here is the second saved game, with the Japanese controlling Kunming. The player stated that the resource in Hanoi could not be sent to Kunming. I think he meant the the resource in Hainan, since the US controls the resource in Hanoi.
Note that the Burma Road is Open (green), but that doesn't matter. None of the Japanese Idle resources can reach Kunming. If you look at the insert Global map, you'll see that there are no Axis convoys in the South China Sea or the China Sea. And the ones in the Japanese Coast are of no help in getting the idle resources to mainland China (where they might be able to reach Kunming.

Just want to be clear. I methodically went through each idle resource possible in Korea, Manchuria and China.

This window stating "No path to a usable and reachable factory was found.",
does not magically appear out of thin air. It happens after exhausting all possible idle resources. one at a time.

Go ahead and verify what I have done by doing the work.

There was a fair amount of clutter in the 16 posts after your first one. If you had stated that the problem was that the resource in (72, 130) was idle and should have been able to reach Kunming using the rail network (including the Burma Road) I would have worked on solving that. And will do so now.

But I took the "interior of China" to have a different meaning - in particular, Chengtu and Chungking always seemed to me to be the interior of China. And they have no rail connection.

Another bug report about the Burma Road mentioned Hanoi. At first glance, it wasn't possible for me to determine if that was the same bug report or something different. So I ran the two saved games, and found them to be substantially different. Since they concerned the same rules and code segment, I worked on them back-to-back. Apparently I confused the text from the two bug reports - hence my reference to Hainan.

What works best is when a bug report is very specific. The person reporting a bug is much more familiar with what was going on in the game and what he was attempting to do. I do not have that perspective. Instead, I am jumping around looking at a lot of different elements (usually rules) of the game and their associated code for a dozen different bug reports every day.

I want to add that I did investigate all the possible overseas routes for resources to confirm that the at-sea convoys were fully used, so the idle resources in Formosa, the Philippines, and Hainan could not reach any factories.

But I missed the idle resource in (72, 130) - the restricted view of the insert map made me think it wasn't part of the Chinese rail network. My fault for not seeing that - but then none of the posts pointed to that being the real problem.
