Done moving bug at startup

I just started a new global war scenario. During the first impulse for Japan I chose a combined action to load and move to sea the troops in Japan. Some of the transports are not available and the window states the they are done moving. The only moving they have done is from the setup tray. ;)

I have not tried reloading to try a naval move to see if they are available there.

edit: I tried reloading the choose action phase and changing to naval action and the problem persists.

In a combined you can only make 1 or 2 naval moves. Are you sure you hadn't run out of naval moves? Just asking.

Yep. Only thing i was moving was the 4 transports.

I restarted a game and the problem is gone. Seems a tad weird to happen right at start up like that

Yes, but the transports could have been in different ports or be in the same but go to different seas, etc.. Any of these would make them a different naval move. [:)]

Could you clarify for me if this can be recreated by using the attached save?

Yes Orm. I just downloaded from the link and checked to be sure. The transports in Japan will load the troops, But some of them state that it is done moving and you cannot put to sea. I started a new game after this and everything works fine. I'm not sure how this problem came about. Quite baffling!
Probably something I did, but I can't imagine what!

Looks like some sort of bug to me 'cause how can the transports be done moving when no naval move has been done.

If the transporters actually had moved somehow then Japan should have zero naval moves left. And it is not like they could have been moved previously in the game either since this is the first impulse of the game.
