Focus problem

I just had a very long, multiple round naval air combat come to a halt because of a focus problem -- a window I need to press a button on hidden behind the air-to-air combat window. I have tried everything I know to try and bring the hidden window forward:

Putting another WiF window on the screen by hitting F5, (and F8, and F10) and closing it;
Minimizing WiF and restoring it;
Trying various things with Alt-Tab.

Are there any other things I can try to get the hidden window forward?

Moving the offending WIF window to the side, almost completely out out of the screen?

Unfortunately the offending window (the air-to-air combat window) once the bug hits is locked in place. It might work if I were to move the air-to-air combat window out of the way before the combat begins, but I rarely have that much foresight.
I thought I knew how to play this game....

Strange. It used to be enough to press F10 to get the hidden form on top in air-to-air battles. It's on the Task list to fix, but it's hard to get to the cause of this, since it doesn't happen all the time and you can't get a saved game for this...

Pressing F5 works far more frequently than it doesn't. However, in this case, for whatever reason, it didn't, nor did anything else I tried.
I thought I knew how to play this game....
