Enhanced Officer Mod, question

Enhanced Officer mod: Is it WAD that the % chance to get the Command Focus card never raises above 25%? In random games, the % to get a card raises when the officer gains more levels, but not so for the CF card. Could be WAD - just asking.

I missed your post but a belated answer would yes, it's WAD.

From memory I did it this way so the card only turns up so often in order to prevent it unbalancing the game.

If your CIC could run around every turn dealing with unhappy subordinates the whole relationship system would lose it's challenge and it'd devolve down into constant 'busy work' which wouldn't be much fun.
