Quick PP cost question

Hey dudes, I'm playing campaign 41 as allies and I'm trying to move the 6th (CA) div (CW) from Seattle to San Francisco. The unit will move, but it's costing all 54 PP from the 4th Army. Is this because the unit is one of the "home guard" units or does the 4th Army have increased PP costs like China?

The U.S. west coast or "4th Army" is one of the restricted HQ's. Among other limitations:

[font="Trebuchet MS"]It costs 50 PPs to move the above HQs.
LCUs subordinate to the above listed
HQs pay 10 times the normal PP cost for
activation and they may not be loaded
onto ships.[/font]

For the Allies, the HQ's in mainland China and ANZAC are also restricted, although ANZAC units may be loaded onto ships and transferred.
