Problem reforming divisions

In a game (latest version) without unlimited breakdown option but with division option on , during reforming armies phase I can´t reform in a mech. ss corp or in a regular armor corp one stack of three divisions one inf mot 2-5 one ss mech 3-5 and one armor 2-6 , program only permits reforming in a infantry even when I have mech and armor corps unbuilt. Save game attached. I have retried reforming them a couple of times and sometimes the program let me do it but in this case the mot. div. will be highlighted in german forcepool.

I'm not completely sure here, but I think MWIF is right here.

Here is RAW:

Reforming
Divisions can reform into a corps or army. If 2 face-up divisions are
stacked together outside of enemy ZOCs at the end of the
production step, and 1 of them is a MOT division, you can reform a
corps or army of the same type as the other division. If there are no
corps or armies of that type available, you can reform them as an
INF corps or army instead.
Choose the corps or army randomly from the force pools. Keep
picking until you find one that has combat factors less than twice
those of the 2 divisions.


Sure, there is a non SS Mot in the hex. To reform to an ARM, you have 4 combat factors available. However, the ARM available is a 9 factor one. That's more than the 7 you are allowed to reform into. So that's correct.

Now towards the MECH units. There is an SS unit in the hex. I'm not totally convinced if you can reform an SS MECH division with a Wehrmacht MOT division into a SS or Wehrmacht MECH. I simply don't know if that's allowed. So I leave that question open for now. If it is allowed, than we've got a bug here...

It is legal to reform into the SS MECH. The example in the rules explicitly covers this:.
Example: The Germans have a 2 factor MOT division and a 4 factor SS ARM division stacked together at the start of the production step. You can replace them with any SS ARM or INF Corps that has 11 or less combat factors.
I thought I knew how to play this game....

I tried to continue the game and during the next reforming phase this happened.
