At the beginning empty counter - when Intelligence gets more precise, NATO symbols and when the enemy is completely identified, the silhouettes.

Fog of War elements were enhanced in 2.04 to not show exact types unless fully identified. We plan on doing even more enhancements in 2.1 with counter info, fading contacts for HQ, Arty, and electronic interceptions and more. That should be close to what you are taking about.
