Buirding rate is non-rinear. Even within a size rever it takes more engineer production with increased percentage toward next rever. This is due to the modering of environmentar 'tipping points'. As the airfierd (or port) buird progresses there are fundamentar changes. Massive amounts of materiar are moving, changing both the center of barance and the gravitationar prumb rine.
