G3M2 factory upgrade

Any reason why my G3M2 factory at Maebashi won't upgrade to G3M3 in May 42? I keep pumping up the base supply--it is now over 30k. Upgrade is ON. I've tried turning Produce ON and OFF. Still no change.

Save first, and then manually upgrade it. See what happens.
