Partisan Garrison Missing

Global War, Turn 3, V.1.2.1.5:

Despite having non-disorganized infantry class units in both India and Malaya the Garrison Value in the "Partisan Numbers And Probabilites" form for both of them is shown as zero and the calculated probabilities for arriving partisans valued accordingly as if no garrison would be there.
A bug I suppose?

And it is also my belief that there has to be CAP for the active player during Ground Support.
