Wasn't that strict in RAW7, reads "can only be choosen if you have already choosen..".

In the 2004 version of RAW 7, the rule reads "Where an option requires a pre-requisite option to be picked first, it must have been picked in a prior turn."

This probably was a change, as I don't remember having to wait in earlier editions. In fact, I remember doing the opposite, picking Embargo on strategic materials and moving the tension down (from fleet in Pearl) and then, when no tension chit was moved, picking Freeze Japanese assets and moving the tension up. This would not be legal any more. Alternatively, I may have always had the rule wrong; it would not be the first time, and I very much doubt it will be the last.
I thought I knew how to play this game....

Good point! In a more recent versions it is worded out in the options text, so that is why I got confused there. I also remember playing it that way (and I don't know rule versions before RAW7-aug04).
