They aren't "official". They were put together by Lorenzo and many other players many moons ago, and were generally accepted by everyone for PBEM play so they've stuck around. Technically though, they are not "supported" by Matrix, or SSI, or Gary Grigsby, or even the current Beta team. They are only "official" to those players that use them. :)

I have been working upon a variation of house rules...so as to better protect the Ruskies early at cost of game ending earlier...ie less chance of capturing Berlin before game ends.

Still, that 41/42 Blizzard rule remains nasty. A means of checking it is still necessary. I am proposing a limit of 5 hexes advance westward by Russian forces from 1st blizzard turn through to Mar 1, 42.

Other variations attached.(wordpad)
Comments welcome.
Canada vs New Zealand current game are more or less trying them out. We are at Oct 42 at this time.
