In other parts of the rules the mission hex determines. But I see how this is problematic..

I have always played it as Platon first suggested. The CV's box number is set up by the presence of the different CV planes on any CV in that box, not which planes fly or don't fly a mission to a coastal hex. Seems intuitive and simple.

I was reading the history of the Bearn recently. I think if I faced that ship in charge of Axis land-based air, with 2 aircraft counters on it, I would shake my head in disgust. Anyway, the original plans for the Bearn were to use 1/3 of the aircraft capacity for recon aircraft. And I've always thought that's what the optional rule "CV Plane Searching" represents - the force pools for CV Planes represent that navy's commitment to allocating recon assets to a carrier's fixed aircraft capacity. Otherwise, the "range" of a CV plane is somewhat arbitrary, as a CV couldn't magically appear at any coastal hex dot and launch planes to a land target out to the maximum range of the aircraft models on board.

It did seem that way for me too until I was reminded the weather mods are additions to the die rolls not modifiers to the search number, so that was a red herring.

The rule is (actually [:)]) clear enough for the situation where the port is not in Blizzard/Storm but the CV sea area is = use only the sea box number.

Got it. Conclusion:

For the search die roll it is the weather in the sea zone that counts and not the weather in the port hex.

And for the right calculation of the air to sea factors it's the weather in the port hex that counts and not the weather in the sea zone.

* the weather in the seazone modifies the box for CV(P) (indirectly, as the bonus is forgone in weather other than fine,snow,rain).
* the weather in the port hex modifies the search roll and governs whether the mission is eligible. Actually the weather drm is irrelevant, as it applies to both sides and is not used to determine who finds.

Ex.: Bonused CVP from the [4] vs. a major port means no difference on boxes, and surprise is determined by the dice split.

I disagree. The rule says how the attacker gets surprise points and it says specifically the defender's roll is unmodified. So weather over the port only impacts whether the mission can take place and of course in snow/rain halves the attacker's A2S factors. It would be odd indeed if it was understood to mean the attacker's roll is modified when it says specifically the defender's roll is not.

You are right! And it does say "opponent" in my copy (which I understand to be reciprocal), so no argument there.

I will have to amend the reasoning for why DRMs don't matter to: DRMs do not matter at all. This should not impact results or the example presented.

Good point, it says "opponent" on mine too. A person reads those two paragraphs with his role (and his roll [:)]) in the combat in mind, but they are designed to explain the Surprise points for both sides.
