Air Transport help urgently needed

I'm playing case blue with the latest beta patch. Prior to the patch AND prior to the Case Blue scenario I've had no problems supplying Partizans. Case Blue has no transports so I've had to resort to IL-4 and DB-3B set to night.

This is a one unit that intermittently refuses to fly. I've tried point and click and using the shift key to select. I've set fly doctrine to 40%. Any idea what I'm missing or is it a bug introduced with the beta??

Partisan resupply should be left to automated procedure, I think. Only this procedure is able to add squads to partisans, not only supplies.

Some supply does happen automatically, but seems never enough and some units don't fly. Since I picked the back up well over a month ago I've been supplementing partisan supply manually. Now prior to the latest beta patch and coincidentally a new scenario, Case Blue, I've been able to easily select point click or shift key select TR units to do this. Now it seems very hit and miss as to units available. Now it might be because I'm using LBs and previously I've had TRs. I don't know what the problem is exactly but might it be something to do with leader die rolls in that LB need them but TRs don't. I'm grasping at straws here as it is frustrating.

What % required to fly are you using? If it is 50% or more, that unit won't fly.

I never fully understood the partisan supply system. In my game against Stef78 I looked at the VVS airbases every turn. There were always specific VVS airbases that were used for partisan supply. These were usually in the northern part of the map. I had two VVS airbases in Northwest Front right next to each other and one was flying and the other was not. And this over 100+ turns.

There is something weird going on with LB supply. In the latest turn this unit would not fly TR missions anywhere but it would perform ground attack? After reloading the turn and it would now fly TR missions.
