Naval moves can't be undone

I noticed today that the moves of some of the CW naval units (the 2 CA that set up in Canada) cannot be undone.
I can undo the move of all other naval units so I wondered why.

Since the only difference between these two CA and all the other ships, is that they were either dropped off or moving on (after the other one being dropped off), I figure dropping off ships caused this.
Is this intentional?
At least while performing a naval action I think it shouldn't (unlimited naval moves anyway).

I assume you're using version 1.232. I have noticed that naval moves can't be undone in 1.232 while they were able to be undone in 1.215.

Alas, no, I'm using 1.215
It's not that I can not undo naval moves in general, only very few naval moves, occasionally (and I never knew why).
Just now I noticed that the ships I dropped off were not able to undo their moves so I thought maybe that's it...

If you could have been intercepted, but weren't or stopped in that sea zone, then you can't undo the move.

Paul, does that mean that if you were intercepted or you didn't stop in the sea zone that you could undo the move ?

edit: oops, i see how being intercepted wouldn't be undoable.

Thanks for the answers.
A (potential) intercept preventing an 'undo' is perfectly understandable, but that was not the case for the 2 CA from Canada.
No enemy naval units anywhere along the way.

To check it out in my save: go to Halifax Canada (ingame ofc ;-)) and CTRL-move the Berwick and Cumberland as a stack into the Faeroes Gap.
Drop off 1 of the two into the 1 section, and the other one into the 0 section of that sea zone.
The moves cannot be undone, not even by the 'undo all' option.

It sometimes happens during land movement as well; units just not showing an undo-option (so it's not that the option is there but greyed out).
Sometimes this comes together with the escape-button also not working anymore so moving the currently selected stack is the only thing the player can do.
Saving and restarting works to fix this, but it hurts when it happens after a long series of moves. If the move is (somewhat) crucial you have to reload the closest save which unfortunately always means the entire series of moves needs to be redone (which can be very time-consuming).

Possibly it's linked to using CTRL-left-click since that's how you enter zones where enemy units reside.

Yes.

Using Ctrl-left-click for naval moves disables undoing the move (and any previous moves).
