Unlimited INF Breakdowns restricted to only Japan and China?

If so, how does it work?

No, it's not restricted. However, at the start of Global War, only Japan and China are at war. If a major power isn't at war with another major power, you can't breakdown units...

A rule I played with, and strongly advice to play without.

The tabletop game hasn't it, technically due to counters limits.
But I sorted out it's also due to balance limits.

For a 3 BPs you get 2 divisions (4 BPs) of infantry - which are soakers for losses.
On top of that players can easily ship corps in the form of division, and reform them next.
So technically a lot of units are "shippable" just by being divisions. And cruisers can move much faster than transports in most cases!

The set-up rules in the Scenario book say you can break down after setting-up, but of course that was written before Unlimited Breakdown was available. In most games we see the French and Italians breakdown their Mountain corps (to threaten SCS invasions) after set-up and in the Global War scenario they are not at war yet.
