Not really a bug, but for the German field marshals the title of "Generalfeldmarschall" (GFM) and "Feldmarschall" (FM) are both used. Aside from Rommel and the Luftwaffe marshals the rest are all "Feldmarschall" instead of "Generalfeldmarschall".

I was also wondering why the abbreviation for the 4-star General rank is FGEN instead of just GEN like it was when I was in the military back in the 80s.

Because the Air commanders have been labelled as Generalfeldmarschall's and there is a data bug that lists Rommel as an Air and Ground commander when he should be just a Ground commander. With a 1 air rating this doesn't matter for practical purposes as no one would put him in charge of an air HQ.

Gary was trying to be consistent with 4 letter abbreviations for all the 5 US ranks, so he picked FGEN for Full General.
