Yes, there is a bug here, but it is complicated. It is perfectly legal for the CW to use any oil resource it wants to to reorganize with; however, if it picks an oil it has assigned to a trade agreement, some other oil point must be assigned to that trade agreement to replace it. MWiF is not doing that.
However, there is nothing that requires the player to use that oil; just click on the oil resource on the Use Oil form, and MWiF won't use it.
But surely rule 5.0 as I quoted from RAC, would be an exception for the CW to use using ANY oil resource it wants! The way I read it, what the rule is actually saying is that whatever the result of a resource sent as trade (as to whether it arrives at its destination or not), those resources are not available to you for that turn. Period.
Given that during Production Planning Preliminary, which occurs before the Use Oil phase, you have the opportunity to specify which oil resources you want to designate for use for your trade agreements, wouldn't it just be easier to remove these oil resources from the Use Oil phase that are tied up in the (TS) trade agreements.
It really doesn't matter if the oil actually arrives at it's destination or not, as per rule 5.0 you are not allowed to use it either way. So it really shouldn't be listed as available during the Use Oil phase.
I really can't see that it needs to be so complicated.
