Bug with air planning AI and movement tool bar

Once I modify the air directive, the air directive section will not activate.

Also,,the movement tool bar does not appear.

Both functions worked properly the first time but have not worked since.

Can you provide more details? What is version, what are the steps to reproduce it, etc. Thanks.
