Why can't I load some non-static Australian LCUs aboard transport/amphib TFs?

I'm currently at jan 16th '42 of the grand campaign scenario, and I've tried loading some Australian units such as the 7th div aboard Amphib Tfs from Australia to ship them to Port Moresby, but none of the infantry, armor, and artillery units appear on the 'select unit' screen, even though these LCUs are of the same Hqs of the ships I want to load them and are in the correct op mode, but I have no problems with LCUs elsewhere, so why are the Australian units like this?
What counts is not necessarily the size of the dog in the fight-it's the size of the fight in the dog.

As always a screenshot of the units would help immensely.

Otherwise its a bit like visiting a doctor and saying "I don't feel well' now cure me.....

If a unit is restricted, it can not be loaded aboard ship. The part you referred to in your post title about 'non-static' simply means that you can spend the PP (politcal points) to change them to an unrestricted command. But since they are still restricted, they can't board ship.

Will the restrictins on these units be lifted eventually?

No. As far as I know there are no automatic HQ reassignments in the game. I might be wrong, someone might chime in with an exception, but even if so the vast majority of units that are restricted must be bought out with PP if you want to move them.

You will have to spend PP to change their HQ to a non restricted HQ. To the Australian I corps is the cheapest way. If they are "white" restricted and not yellow, (like some Australian air units) you can never change them to unrestricted.

LOL I just figured this out this morning playing Guadalcanal. After a day of scratching my head over this I figured out I had to change to units' HQs.
